The challenge

By 2025, analogue telephony services in the UK will be switched over to digital, rendering traditional telecare systems obsolete. Housing 21 needed to ensure residents had reliable, modern, and user-friendly telecare systems that could meet these challenges while avoiding the uneconomical upkeep of failing analogue technologies. The organisation knew it was time to start the migration of analogue systems to digital ahead of the deadline, but knew they needed to find a partner capable of providing an end-to-end digital solution.


 “When we began to look at what was on the market, we found that, while there were a few suppliers offering modern end user devices, there was a lack of providers delivering a complete digital package i.e. a digital monitoring centre capable of connecting those digital devices. Given the incompatibilities between analogue and digital technologies that we see today, whether that’s analogue devices installed in resident homes trying to connect to a digital network or vice versa, there seemed little point in investing in anything other than an end-to-end solution.”

The solution and result

Housing 21 partnered with Appello, a leading provider of technology enabled care services, to address the challenge. Appello’s end-to-end digitally enabled telecare solutions, including a digital monitoring centre, provided the foundation for Housing 21’s digital transformation project.

The partnership began in 2016, with Appello introducing wall mounted tablet devices to replace analogue systems, enabling video calling, video door entry, and visual contact between residents and staff. Housing 21 embarked on a multi-year investment plan to upgrade all 430 developments, allocating £2 million annually to complete the transformation by 2025.

Flexibility in the implementation process allowed Housing 21 to adjust priorities and timelines as needed, ensuring all upgrades were completed effectively. To date, 100 sites have been migrated, with residents experiencing faster emergency response times and improved overall safety and wellbeing.
